Regime Removes Age Limit of 60 for First-Term “President of the Republic”

The constitutional reform was promoted by the Council of State following a proposal by General Raúl Castro Ruz.


MIAMI, United States – Cuba’s National Assembly of People’s Power unanimously approved on Friday a constitutional reform eliminating the requirement that a person must be no older than 60 to assume the office of “President of the Republic” for a first term, according to official media reports.

The reform, promoted by the Council of State following a proposal from General Raúl Castro Ruz, was approved by all 440 deputies present at the session, out of the 462 members that make up the Cuban Parliament, amounting to a participation rate of 95.2%. The vote was conducted by name, with each deputy stating their vote out loud.

Esteban Lazo Hernández, president of the National Assembly, emphasized that the initiative responds to the country’s aging population and argued that current circumstances are “different from those at the time the Constitution was approved,” making it necessary to lift the age restriction for candidates over 60.

According to Cubavisión Internacional, the modification will allow “individuals who are fully capable, over the age of 60, with experience, proven results in their work, demonstrated loyalty and track record, and a strong commitment to the homeland, to assume such a high responsibility, if that is what best serves the Revolution at that time.”

José Luis Toledo Santander, president of the Commission on Constitutional and Legal Affairs, stated that the Constitution should not become an obstacle but must adapt when strictly necessary. He also clarified that the approved reform does not require ratification through a referendum, as it does not affect presidential powers or term limits.

Deputies such as Yaisel Osvaldo Peter Terry, Raúl Alejandro Palmero, and Edelso Pérez Fleita expressed their support for the reform, justifying it as a response to the country’s current demographic reality and a way to enable broader participation of qualified individuals in national leadership.

The reform of Article 127 leaves intact the other constitutional requirements for holding the presidency, such as being at least 35 years old, enjoying full civil and political rights, being a Cuban citizen by birth, and not holding any other citizenship.
